Having worked in IT for many years and also having young children - I am well aware of how easy it is to transfer any data good or bad broardly on the internet at this time, My 13 year old has on several occasions found ways to get round limitations we have imposed upon him for playing online games. Just imagine what a focussed criminal or terrorist could acheive if they put their mind to it

I have heard several names being bandied about such as Melissa Hathaway who led the 60 Day Review of Administration Cyber Policy, LTG Keith Alexander is another. He is head of NSA. I do not think the President will choose either one of these two, but suspect his choice will be a retired military officer who has some but not great familiarity with the issues surrounding the cyber problem. I suspect he will look for a trusted manager rather than a cyber-geek to lead this new effort. I think the choice will not be unlike the choice of Leon Panetta at CIA, someone who has great credibility in DC, but not necessarily a person steeped in the discreet issues of the agency he/she will lead.

With this being the 4th U.S. initiative to protect Cyberspace, I sincerely hope we can follow through on making it a reality. The fact that the government is hailing cyber space as “a strategic asset, and should be treated as one,” is very promising. I am surprised though, in the notable omission of ICANN and the politics surrounding leaving the Department of Commerce supervision.

The other thing to keep in mind is the fact that the majority of our critical infrastructure belongs to the private sector, and as a corporate executive, I am interested to see how Congress will legislate the protection of our cyber infrastructure. How will government get the private sector properly motivated and involved? Better yet, will there finally be a more concerted effort to properly define the position of “Cyber Czar?” Whoever finally gets the appointment must be hailed as a patriot, as the position clearly carries with it more blame than success.
